There are currently too many different ways to upload a new file, and the upload methods are not identified clearly on the system interface - making the process very confusing for new users. The dropdown menu under 'New Item' gives four choices - 'Upload File(s)', 'New Item' 'New Form' and 'New Unregistered Item'. If you are a brand new user it is baffling. If (for example) you wanted to batch upload a set of drawings, you would have no idea which one to pick. Maybe the choices should be restricted to 'Upload Single Item', 'New Form' and 'Batch Upload Items' or something similar. This would make it much simpler to choose the correct function.

Agreed. There is next to no reason to ever create an Item without a file associated with it. If there was, it would be to create a pre-populated Drawing Register, but perhaps that should be provided as a completely separate function elsewhere on the menu.
