Currently public links and email dropboxes are an easy solution to tendering for those who don't need to use the heavier, more rigid 4Tendering module to distribute tender info and receive tender submissions. What is also required is the ability to track when info on pubic links is accessed by those bidding and a way to blind distribute the link to these external recipients (non-registered users) through 4Projects in order to create a record that the information has been issued.
