When choosing folders that should be attached to transmittals, it is currently very confusing because if the folder has + in front of it and the path underneath is not broken down, people think that by ticking that folder, all sub-folders will be included too. If they do not click on the + to break the path down, they would not know that they did not actually select anything below. Ticking a main folder that has subfolder structure underneath should automatically tick all. Then if one would like to untick some folders, they could just do it that way.

totally agree- this is basic functionality that exists in every other piece of software.
