I see many people adding files locally to various Items - something as a Document Controller I hate and am vehemently against, even though I see more and more people begging for that functionality to be extended.  It takes away the whole purpose and point of Document Control or and EDMS.  Local files shouldn't be being routinely used at all.

HOWEVER what ought to exist is a module that allows a Project Admin or Senior Document Controller to get a view of all Locally Added files, and to give them the ability to tag/code/number those files and then once having completed the Numbering Convention for each one, convert them into Registered Documents, in the same way as happens when new files are dragged in to a Document Container normally.

After that, the link to the Local File in any Task, Discussion, Notification Transmittal, etc. would be converted into a link to the REGISTERED DOCUMENT instead.

As part of this it would be useful if the Registered Number could be automatically watermarked onto the top-right corner (or any selectable corner).

This would (a) give people a proper reference to cite for that document, (b) it would stop Document Control being left out of the loop from getting documents to Register properly, because the person uploading it Locally either thought 1) that's all I have to do, or 2) this is nothing to do with Doc Control, this is just one of "my" files, or (3) I thought the system logged it automatically; 3) stops a file being uploaded duplicatively later on with a reference that nobody sees anywhere else within the system.
