Setting up Dropdown for Naming Convention at Document Control Level

At the moment when setting up a project, the naming protocol dropdowns are set at enterprise level (which is fine initially), but the more contractors that come onto the projects requires more dropdowns have to be added to with abbrev's or levels etc.  This requires Document Controllers having to raise tickets with their IT depts. etc to have more added as these can only be added to at Enterprise Level.  Can something be created in order for Document Controllers to have access at their level to add to these dropdowns.
