Sometimes a user will upload a document as a new item rather than revise an existing revision of the same document, because they didn't realise the document was already there. This often happens if they didn't realise the document existed at a lower level down to where they're uploading.
In such a case it would be useful to be able to go to the existing revision, go to 'Revise', and then in the Edit screen, where you have the option 'Or add an unregistered document', you had the extra option, 'Get from other registered document', then you'd pick the new upload, it would cease to be a separate document, and it would become a revision to the selected document. With all the usual warnings about taking the document out of its workflow if different at that level, of course.
