I disagree - this should be prevented. In fact, it should be less easy to create copies of things in VP, and if VP senses a file that is being uploaded has been uploaded before as a registered document, it should offer to create a link to the existing document instead of uploading the copy.
What's being suggested is very bad practice.
There are other solutions for every reason why you would want to do this:
To create a static copy of a tender package - use a Static Virtual Container
To use as templates - these should reside on your local system and you only upload them to VP when filled out/customised for their current use
As a 'package' - a 'Parent' document entry could be created that has all the 'Child' constituent documents set as links or attachments.
I constantly struggle with people uploading copies of documents to multiple containers because they have different ideas of where they should go, and then create links to SVCs and DVCs that point to a mixture of the two copies.
