Do you know what I would love? Scrapping Matrix Transmittals altogether, and turning the Notification Transmittal system into a single Transmittal system, but with the following important changes:

1) Recipients are initially added to documents at document level, as they can be now, but in addition to (although I would personally prefer, INSTEAD OF) the tickbox saying "e-Mail recipients", have a tickbox that says "add to these recipients' next Transmittal". When this is ticked, there would be a further two tickboxes, "Only Pend to Transmit at this Document Status [with dropdown of choices]", "Only Pend to Transmit at this Activity Status [with dropdown of choices]" and "Pend to Transmit at end of Workflow" (note: not just hidden/unhidden, you might want to have a document go through unhidden in some workflows).

2) In the latter case, no e-Mail notification is sent, but when going to the Transmittals section, getting a MATRIX (in the truest sense) of all documents that have been added/revised to any added Recipients that have NOT yet been Transmitted to them. As with a Matrix Transmittal, documents would be listed downwards, and recipients listed across.

3) All documents would be ticked by default, except where permissions prevent (in which case the tickbox would be greyed out and unticked). The user Transmitting can de-select any documents they want to hold in abeyance. New recipients can be added at this stage as with a Matrix Transmittal.

4) Confirming the Transmittal will send Notification Transmittals to all parties each containing their selected subset of documents. Any documents or recipients that were deselected by unticking them are simply left as Pending for the next time the Transmittal screen is visited. Any new recipients added in the issue Matrix would automatically be added as recipients to the individual document records, so that they appear in the issue Matrix next time.
