It would be great if users had a way of moving a full project from an active site level to an archive site level after the project is closed.

Are you familiar with the admin permission to hide completed projects? The feature has to be enabled at the enterprise/site/project container level, and when enabled an admin can right click on the project container > configure > this container. Halfway down the popup is a checkbox that allows you hide a project - effectively archiving it. If users want access to it they can go into their personal settings and tick "show all projects," which reveals archived projects again.
