There is an issue with the dynamic work packs, a URL link and workflow. If you send out a URL link and there is a new document that is uploaded one of two things happens:
The new document is immediately visible in the workpack before its checked and completes workflow, or
Neither the new document or the current document are visible in the work pack. Therefore someone thinks there is a document missing, or doesn't know its missing.
Our preference is that the previous revision remains visible until the new document completes the workflow or the button in workflow is ticked that is should be visible.

It's possible to control and amend this behaviour with a combination of permissions, virtual container settings and workflow settings.
From our Support Team, here's a summary of the behaviour:
Workflow visibility will take precedence in a Virtual Container, even if it's set as Direct Access. If the item is set to be visible in the workflow decision node, it will be visible in the VC whilst in that decision node. The only time they wouldn't be able to see a visible item in a VC would be if the user following the VC link doesn't have access to the original item location and the VC isn't set to be Direct Access.
There wouldn't be any other exceptions to this. Direct Access will allow visibility if they don't have those permissions in the original location, unless the item is in a non-visible workflow.
