Currently you can only set Keywords as Mandatory at Enterprise Level and not useful where you have multiple sites within your enterprise where keywords may not apply to every site, project or even container. It would be ideal if you can set keywords at Enterprise Level but set them as Mandatory at project or container level similarly to Naming Convention.
