This functionality is already possible within VfP Workflow, it just needs to be predefined in the way Monica describes below. Please seek out your VfP Project Administrator for guidance on your Workflow configuration.

Have your administrator have distribution groups, rather than individuals, as voters/commenters/viewers. That way, anyone in the distribution group can comment/vote.
