in workflows you can set the item owner as a voter. This is often used for QA purpose so that the item owner can check info before they issue it onto the next node.
But the item owner isnt the revision person. Its the person who uploaded Revision A 3 years ago.
And if that person who uploaded all drawings left last week then that organisation cant push through any new revisions and so the workflow is stuck
