Add the ability to make files Secondary or Primary via the API

Overall, customers would like the ability to mirror "edit" functionality via the API.

The general workflow of this would be:

  • Download the file attachment from a current revision
  • Ddit the file externally
  • Re-upload the edited file as a secondary file
  • Make it the primary file
  • Delete the old file.

All of this is ideally done without advancing the revision number as this edit function would be used frequently, making the Revise feature impractical in this scenario. Not deleting the old file is also impractical as each document revision might end up with hundreds of secondary files. It is currently possible to add files to revisions, but they show up as Secondary files and there is no way to make them Primary.
