Many people are uploading newer revision documents which are already in 4P, as Secondary files, so the document ends up missing both intermediate revisions, and the latest revision in lots of cases. There needs to be a check performed when adding a secondary file to see if it is already in 4P, and if it is, to notify the uploader of the consequences of doing so, or to upload the document automatically, as a new revision to the existing one..
I was always of the impression Secondary files, are to be only used for other file formats of the same document, I.e. a pdf, and its native editable file if required.
