Could there be a way to allow a user to be notified of a single drawing revision. i.e. within properties of the drawing/item a tick box to 'notify when revised'. would be useful if you are waiting for a specific drawing to be issued urgently or for a small works package contractor to select a few drawings that relate to their works. Currently the only way to notify of a single drawing revision is via the upload tool and is set by the owner of the drawing who may not know who needs the information and then cannot be relied upon to notify the correct person.

Great suggestion. In other words, let people "subscribe" to a document, and choose their own issue priorities. Obviously the document originators would need to have a facility to view which of their documents have been subscribed to and by whom.
