A list of all of the possible recipients of a notification is raising concerns with those receiving the notification because they are rightly assuming that all those listed are being informed which is not true.
This has made us reconsider the use of the matrix Transmittals and we are now creating separate Matrix Transmittals for each group or individuals to stop the confusion.
If the list were specific to the actual recipients receiving the notification we could go back to having a single Matrix Transmittal which is easier to administer.
