Currently, the paper clip icon only attaches '4P attachments' to the clipboard and excludes local attachments. However users needs have changed since the original specification, with more and more users using local attachments to add files via workflow, or to tasks.
When users now click the paper clip icon for items with local attachments, they get an un-intuitive message stating that no attachments could be added to the clipboard. This can lead to confusion to newer users as it could be implied that there are no attachments an that the paper clip icon is wrong in some regard.
A change to allow all attachments (that are not of type 'markup') to be added to the clipboard when the paper clip icon is clicked.
This change will also help facilitate the batch download / printing of hand written markups.
