Can Keywords when applied be fixed , so that you do not have to re-do them everytime you revise

Yes, this should be available in the top section of the properties box and be fixed like name and description the keyword shouldn't really change during the lifecycle of the document, however you should still have the ability to add to these during the document lifecycle.
