The permission to Manage Tendering does not work without also allowing permission to Create / Amend Groups, which applies to the entire project. It is not possible to give a Security Group permission to Create / Amend Groups for the Tender Container only. The creation of tender projects is a different function carried out by Quantity Surveyors, to the management of security groups which is carried out by Administration.
