Could and extra comment box with page/section drop downs be considered. This would allow capturing of comments on documents which are of multiple pages.
Commenters could then comment by page/sections rather than using the mark-up tool features which are more suited to drawings.
For documents that are over 100 pages using the mark-up tool is not ideal.
Automation and collaboration in capturing the above is essential before returning comment(s) to the Originator(s) through the Workflow process.
