Soooo much time is spent on the document control of downloading, naming, uploading to the right place. if all drawings have a QR code with their name on (either pre assigned by the author or stuck on automatically by the software on first upload) then that document is easily trackable, anyone who downloads can make comments and then batch upload without looking where they are uploading as the system should read the QR code on the PDF and then assign it to the correct location (and revision). This would save a lot of time.
it would even be possible to have 3 check boxes next to the QR code, A,B,C so the voting can be automatic.
furthermore, you can set the website up so anyone can use the QR code to make sure they have the latest revision. that would be huge safety advances which would be a great draw to the system.
