Ability to 'add new organisation' without the need to be granted the 'Change Permissions' permission. This should be granted to anyone that can add / invite individuals to the project, as the two are linked. It may be that the invitee is from an organisation not yet recognised and simply needs to be added. No reason why this should be locked down and linked to 'change permissions'.

In VfP docs, it clearly states that only 'create/amend group' is needed to add organisations.
