It would be really helpful within a workflow to force commentors that do a mark-up on a drawing/document to have to assign a status (A,B or C) so that when the design manager assess all comments its clear what the consultant's position/point of view is as most of the time comments on mark-up drawings are very ambiguous

Yes - it was in my current position I found that members of the review panel can ONLY be a commenter OR a voter. What is the point when all should be both in nearly all instances? Why would someone vote if they can't put their comment (not all want to do a markup just to say one sentence). I've been asked many times by designers why they can't free-type any comments in the workflow because we have the pre-defined comment texts stating whether it's Status A, B or C they're giving (i.e. voting needs to have pre-defined comment texts in order to work when there ought to be a selection of vote texts and STILL provide a free-text comment field).
