The ability to control the editing of documents more granularly - so that the Edit & Override permissions do not need to be granted to a security group that would enable them to make grand changes to documents at a particular location.
This is also linked to VPC-I-189 where view/edit permissions could be assigned to a document that has terminated a workflow.
